Today Europe is changing rapidly. The state borders are becoming more transparent due to the other side of globalisation – localisation, which is accompanied by the decentralisation of power, increased independence of regions and self-consciousness of territorial communities. That is why the idea of creating new regional communities takes on a new meaning.


The concept of regional development – Pilot project “New Hansa Lines” is a natural result of transformation of the geopolitical landscape as a result of globalisation and localisation, that will lead to a formation of qualitatively new international regions, uniting both individual countries and parts of countries which share common interests with their neighbouring states. 


The foreign policy prerequisites for the implementation of this scenario have already appeared and are being strengthened. There is a growing awareness of the need for a final rejection of the “West-East” paradigm and the adoption of the “North-South” paradigm as the basis of the worldview of the new era in order to maintain global stability.


The creation of a regional community “NEW HANSA”, could be a “Pilot Project” for testing the technology of the creation of other regional communities, united within themselves by the existence of a common historical and cultural past.


And since  in  the regional community “New Hansa” the prospective participants are both
•    states themselves and
•    individual regions of the states,                              
•    representatives of private business, 
•    political and public figures, 
•    mass media structures, 
•    ethnic diasporas, 
•    NGOs 
then such multi-level structure of interaction will contribute to strengthening Security in the Baltic Sea region and is a good beginning for a transition to a New Model of World Order.
